Meanwhile, the total number of demi-human tribes wandering the wilderness has dropped sharply. Yet does this truly mean the cities are fully prepared to embrace these special outsiders? To look into this matter, our reporter interviewed Moore, the administrator of the CDCA Bureau. In the interview, this enigmatic figure revealed plenty of information about Lycagia, the new chief of the BCRL Agency. We now bring you the exclusive details...

Lycagia is among the earliest demi-humans to gain a solid standing within the BCRL Agency. Though the CDCA Bureau holds a special position across the Railway Loop, taking charge of the BCRL Agency here still bears immense responsibility. In the years since taking office, Lycagia has lived up to expectations as a dedicated chief, earning the trust of both citizens and the administrative authority of the Bonfire City.
Yet when he first assumed the post, the cities were far less accepting of demi-humans than they are today. Lycagia's straightforward career background was dug up by interested parties and the press, laid bare for all to see: he completed the BCRL soldier training with outstanding results, then took part in countless perilous missions. Each time he returned unscathed alongside his comrades, earning numerous merits and even official commendations from the BCRL HQ. Judging solely by this record, his appointment as the chief seemed perfectly reasonable... But what about his past before all that?
Records of his birthplace and early life have been sealed by official approval of the BCRL. Though insiders claim his identity and integrity are vouched for by Chief Heinrich, Lycagia still faced far more doubts than ordinary people would.
Beneath such immense pressure, however, his way of conduct remained largely unchanged. During his tenure as chief, his optimistic and forthright nature won him the trust of colleagues and townsfolk alike. He even jokingly became the prototype for several urban legends — though that is a story for another time.
Lycagia's identity and background have reached an official verdict within the BCRL, yet they are still riddled with unsolved mysteries. Years ago, when security conditions in the outskirts of the Bonfire City were poor, countless demi-human gangs of varying sizes were active along the Railway Loop. Among them was a powerful wolf demi-human tribe. Judging by bloodline origins, tribal structure and migration trails, Lycagia is undoubtedly a member of this tribe.
This wolf demi-human tribe once had several minor skirmishes with a BCRL Agency squad. According to BCRL archives, the conflict was stopped by a wolf demi-human affiliated with the tribe. Records show the squad formed a cooperative bond with this wolf demi-human named Lycaon, and later signed a peace agreement with the demi-human tribe as a whole. The name Lycaon appeared many times in subsequent mission reports: he helped the BCRL squad familiarize themselves with the surrounding wilderness, and even took direct part in riot control operations.
Everything changed with a severe accidental outbreak of Morphic Pollution. The squad was ordered to leave the city and intercept a massive Chaos Remain, only to be completely annihilated in the end — not a single member made it back. Shortly after the Morphic Pollution in the region subsided, a search team found only one wolf demi-human wandering in the middle of the wilderness, having lost most of his memories. He called himself Lycagia, and bore a special BCRL medal — the cherished honor medal of the fallen captain of the squad.
Researchers of the BCRL determined that Lycagia was also a victim entangled in the catastrophe, and that his former identity was none other than Lycaon recorded in the reports. Yet the core puzzle remains: what really happened during that disaster? Why would a wolf demi-human from a wild tribe carry the medal of a heroic soldier who perished on duty?
Hence, even though he has joined and served the BCRL Agency for many years, a central debate still lingers around Lycagia: can humans truly trust and embrace demi-humans?
"Congratulations on passing the BCRL Agency entry assessment. Given your special status, I'm here on behalf of the BCRL to confirm a few final matters with you. Relax, and answer me honestly."
"Yes, Sir!"
"The BCRL has finished its on-site investigation. We haven't found the squad you care about. In other words, with no bodies recovered, suspicion that you killed them cannot be ruled out — yet neither can you be formally charged. Still, under the regulations of the Bonfire City, you could obtain citizenship here even without joining the agency."
"But I want to join you."
"Why?"
"My memories are indeed incomplete... but I still remember every member of that squad I once traveled with. They all believed their work was meant to build a better world... and I believe in that ideal too. I also refuse to let down this medal they left with me."
"This means you must abandon your old life entirely. From this day onward, you can never return to the demi-human tribe that stands opposed to the Bonfire City."
